Bug#1016067: rpcbind installation fails due to missing user _rpc

Hi,

since the d/postinst file has been removed, on a fresh VM rpcbind can no longer be installed:

Executing the adduser command from the former postinst script manually and
running `dpkg --configure -a` fixed the problem. Even though the migration path
from postinst might be
